The Tlokwe Municipality is very concerned over the suspension of its driver’s licence testing grounds by the Provincial government.
It is our humble view and position that Provincial government cannot treat local government as if they are not part of a democratic government. This is due to the manner in which the provincial government communicates its decisions which most of them happens to impact in one way or another on the local government and their day to day operations of service delivery.
It cannot be correct that our own provincial government can communicate its decisions affecting local government without firstly engaging and communicating them with the affected municipalities.
While we do not dismiss the existence of minor problems relating in the main to transformation in our own testing grounds, we should equally say it on record that non of the said allegations by the department of Transport, Roads and public safety, have been proved to be correct in our case, they do not exist in our testing grounds. To say our testing ground is not compliant with the law, it is wrong and impacting negatively on how people perceive us and the local government in general.
It will be remembered that even on the allegations of 10 000 licences which we learned from the media that they were acquired fraudulently, the department failed to communicate with us; the media was used to communicate this issue.
We think that this tendency has a potential of scaring investors and of creating both political and administrative instability with regard to how local and provincial government operates.
In the final analysis we would further want to inform the public not to panic and indulge somewhat in an un-acceptable conduct which will further worsen the problems.
We promise the people of our city and the general public that this issue will be dealt with in accordance with proper channels and in the spirit of good governance.
